    The Committee on the Judiciary moves to amend the title of the bill to read as follows:

    Eng. Com. Sub. for S. B. 116 –- “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §61-3-59, relating to crimes against property involving graffiti; defining the offense and establishing penalties; and allowing for aggregation of valuations for penalty purposes.”
